Parents who work in factories and industrial areas often face working hours that fall well outside the regular opening times of daycare centers (kinderdagverblijf/KDV). Early morning shifts, late evening shifts, and weekend work make it particularly difficult for this group to find reliable and affordable childcare. 

A mismatch between working hours and care hours

At the heart of the problem is a fundamental mismatch: most childcare locations are set up around office hours, typically between 7:30 in the morning and 6:00 in the evening. Industrial workers, however, regularly start their shifts earlier, finish later, or work rotating schedules. This forces parents into creative but often precarious arrangements, such as relying on family members or informal babysitting.

Healthcare workers, hospitality staff, and logistics employees face the same limited childcare options outside standard opening hours. In the Netherlands, some daycare centers (kinderdagverblijf/KDV) and childminder agencies (gastouderopvang) offer so-called 'flexible care' or '24-hour care', but this provision is limited and often more expensive than standard childcare.

The Dutch childcare benefit (kinderopvangtoeslag) is in principle also applicable to care provided outside office hours, provided the childcare location is registered in the National Childcare Register (Landelijk Register Kinderopvang/LRK). Even so, the availability of certified care for early, late, and weekend shifts remains a gap in the market.

What does this mean for parents?

For parents working outside standard office hours, there are a number of practical points to consider:

  • Childminder/host parent care (gastouderopvang) often offers more flexibility than a regular daycare center and can sometimes be tailored to irregular working hours.
  • Actively ask about flexible contracts at childcare locations near you β€” some providers offer customised arrangements, even if this isn't advertised on their website.
  • Discuss your childcare needs with your employer: some large industrial employers offer workplace childcare or have partnerships with local childcare organisations.

Structurally solving the lack of childcare outside office hours requires collaboration between government, employers, and childcare providers. Until that collaboration materialises, parents in the industrial sector will continue to rely on their own solutions.
