The quality of Dutch childcare has been rated as 'very good' by the inspectorate. This is evident from recent research by the Healthcare and Youth Inspectorate (IGJ), De Stadskoerier reports.
How is quality measured?
The IGJ assesses childcare organizations on various components. Central to the evaluation are the pedagogical climate, children's safety and health, and the quality of group leadership. Additionally, the inspectorate examines administrative organization and whether locations comply with the legal requirements of the Childcare Act (Wet kinderopvang).
The rating 'very good' is the highest score a childcare location can achieve. This score indicates that an organization is structurally well-managed and that there is little or no cause for the inspectorate to impose enforcement measures.
Context: rising demands on childcare
The positive rating stands out at a time when requirements for childcare are being continuously tightened. Since 2023, for example, there has been a mandatory increase in pedagogical staff per group, and requirements around civic integration for childcare workers have been strengthened. The introduction of the free parent contribution system in 2024 has also increased administrative pressure on organizations.
Nevertheless, a large part of the sector manages to maintain high quality. According to the most recent IGJ figures, over 85 percent of inspected locations score 'good' or 'very good'. A smaller percentage receives a 'moderate' or 'insufficient' rating, after which the inspectorate and municipality collaborate on improvement.
What does this mean for parents?
For parents, this rating provides guidance when choosing childcare, but it is important to understand what the inspection score does and does not indicate:
- No guarantee of individual fit: A 'very good' says something about formal quality, not necessarily about whether a location suits your child and your parenting preferences. Always visit multiple locations and ask targeted questions about the pedagogical work plan.
- Check the current status: Inspection results are publicly available through the National Childcare Register (Landelijk Register Kinderopvang/LRK). Here you can also find any warnings or measures imposed since the last publication.
- Look at the overall picture: The inspection rating is a snapshot. During a tour, ask how the location works on continuous quality improvement, for example through internal training or parent involvement.
The high quality score of Dutch childcare is thanks to a combination of strict legislation, active oversight, and the dedication of professionals in the sector. For parents, however, it remains essential to do their own research and trust their own judgment when choosing childcare.
