The Dutch Childcare Industry Association (Branchevereniging Maatschappelijke Kinderopvang/BMK) has called on its members to ensure they meet their obligation to produce an annual complaints report.
What is a complaints report?
Under the Childcare Act (Wet kinderopvang), childcare organizations are required to have a complaints procedure in place and to publish an annual complaints report. In this report, organizations account for the complaints they received during the past year, how those complaints were handled, and what improvements were made as a result.
The complaints report must include at least the following information:
- The number of complaints submitted during the year in question
- The nature and subject matter of the complaints
- How complaints were handled
- The timeframes within which complaints were resolved
- Any improvement measures that were taken
The importance of transparency
The complaints report is an important tool for transparency toward parents and regulators. The Municipal Health Service (GGD), which oversees childcare quality, may take the complaints report into account during inspections. Organizations that fail to publish a report β or publish an incomplete one β risk receiving a formal warning or other enforcement action from their local municipality.
For the BMK, which represents social childcare organizations, the complaints report also serves as a means of monitoring and improving the quality of the sector. By systematically recording and analyzing complaints, organizations can identify and address structural issues.

For parents, the annual complaints report offers insight into how a childcare organization responds to feedback and concerns raised by families. It is a public document that parents can request or view on the organization's website. Parents considering a particular childcare location can use the complaints report as one of several sources of information when making their choice. An organization that takes complaints seriously and can demonstrate tangible improvements is one that clearly places a high value on quality.
